Bangladesh Armed Forces' communication system modernization is an ongoing process, but recently some quarters have been spreading exaggerated and one-sided interpretations about it. The proposal and potential agreement with L3Harris regarding radio communication equipment has been portrayed as a “secret deal,” “looting,” or “selling national security.” Such presentations are full of partial use of information, assumptions, and emotional language, which unnecessarily create suspicion towards national institutions.
Defense Cooperation Is Not a Conspiracy, But a Normal Need of a Modern State
Almost every country in the world signs contracts with foreign companies for the purchase, assembly, maintenance, and technology cooperation of military equipment. The Bangladesh Army has also been carrying out such cooperation with various countries including China, Turkey, Russia, and the United States for a long time. Engagement with a reputed company like L3Harris in the field of radio and communication equipment is neither new nor suspicious. It is part of strengthening Bangladesh’s defense capabilities.
The panic created by saying “land allocation inside the cantonment” is unrealistic. Foreign technicians work under strict security protocols, escorts, security clearance, and constant surveillance. This is not new in other projects with China, Russia, or Turkey (such as the Rooppur Nuclear Power Plant).
Non-Disclosure Agreement (NDA): Normal and Necessary
Military communication systems, encryption technology, operational details, or source code cannot be made public. Doing so would put national security at risk. NDA or similar confidentiality clauses are common in defense contracts worldwide. Labeling this as a “secret deal” and raising corruption allegations is irresponsible. Keeping sensitive information in the defense sector limited is an internationally recognized practice.
The Reality of Technology Transfer
In defense projects, full original technology or source code transfer does not always happen in the first stage. Local assembly through SKD (Semi Knocked Down) or CKD methods can be the first step, which comes with opportunities for maintenance capability, training, spare parts production, and phased upgrades. Portraying this as “just assembly” and downplaying it is misleading. Many countries build local production capacity gradually in this manner.
Tender Process, Timeline, and Financial Allegations
The accusers have raised questions about the 28-day timeline, tender process, and the 1,117 crore taka cost. However, they have not presented any independent audit report, government investigation, or verifiable evidence. The statement of the relevant authorities (such as ISPR) has not been taken. In international tenders, the timeline can be shortened for various reasons — urgency, technical suitability, etc. These allegations are currently unproven and based on assumptions.
Bangladesh First: Multi-dimensional Partnership
Bangladesh is not dependent on any single country. It maintains relations with various countries including China, the United States, Turkey, Russia, and India based on national interest, price, technology, and capability. Portraying one agreement as opposed to relations with another country is an example of double standards. Bangladesh’s balanced diplomacy and “Bangladesh First” policy strengthen this type of cooperation.
Call for Responsibility
National security and defense modernization are sensitive issues. Discussion on these matters should be based on facts, logic, transparency, and national interest. Using emotionally charged and panic-inducing language such as “secret deal,” “syndicate,” “looting at the time of departure” sounds more like propaganda than responsible journalism.
The modernization of Bangladesh Armed Forces’ communication system is extremely important for national security. Reliable communication infrastructure is essential for cyber threats, electronic warfare, disaster management, and border security. There is no disagreement that every project should have transparency, financial audit, and security vetting. However, unproven propaganda and conspiracy theories spread distrust towards national institutions, which is harmful to the country’s interest.
Responsible citizens and media should engage in fact-based discussion so that the strengthening of the Armed Forces’ capabilities receives everyone’s support. Bangladesh’s sovereignty and security are above all.
